CALL FOR PROPOSALS FOR ADAPTATION TO CLIMATE CHANGE FOR LOCAL AUTHORITIES IN PIEDMONT, VALLE D'AOSTA AND LIGURIA

On May 5, 2021, the Call"Changes – Ideas and actions for the changing climate"promoted by the Compagnia di San Paolo Foundation in collaboration with the CMCC Foundation – Euro Mediterranean Center on Climate Change, which supports and supports the design of adaptation interventions to climate change in the areas of Piemonte, Valle d'Aosta and the Liguria hinterland, was published.

OBJECTIVES

The aim of the initiative is to reduce the negative effects of climate change through an adaptation path that originates in a national strategy, but which must necessarily see the involvement of local authorities to develop and implement action stailored to the territory.

The plans defined at international and national level, fromthe Paris Agreement of 2015, to the United Nations 2030 Agenda for Sustainable Development, to the European Green Deal, up to the recent Recovery and Resilience Facility Plan, are of two types:

  • • Mitigation Planswhich include prevention actions with respect to the causes of greenhouse gas emissions from human activities.
  • • Mitigation • AdaptationPlans, which act on the effects of climate change, trying to contain its negative impacts on environmental and socio-economic systems and to maximize the positive ones.

The critical points identified by the European Commission's strategy on climate adaptation are attributable to insufficient knowledge and awareness of the problem and possible solutions, to shortcomings in the planning, monitoring, reporting and evaluation of adaptation actions to climate change, as well as to the slowness of action caused by the inadequacy of public and private investments.

THE PHASES OF THE CALL

The Call, structured in several phases, is part of this context and aims to promote greater knowledge of the CC phenomenon, spread awareness about the impacts of the same on society and accompany the territory in the design of adaptation interventions, supporting in a second phase also the realization.

  • • Phase 1 consists in the presentation of its project in summary form to the Company by 5 July 2021;the results will be announced by 30 September 2021 and subsequently the entities whose proposals have passed the preliminary phase must participate compulsorily in a training course and project accompaniment curated by the CMCC Foundation itself for access to the contributions of the Call.
  • • Phase 2 consists in the submission of the request for contribution for the concrete realization of the project, within a deadline currently set for April 2022..

ELIGIBLE SUBJECTS

Profit-making entities and commercial enterprises (with the exception of instrumental enterprises, social enterprises, social cooperatives, cooperatives operating in the entertainment, information and leisure sectors) are excluded from access to contributions. Natural persons are also excluded.

Entities falling into the following categories are eligible entities:

  • • Foundations/associations
  • • Public bodies, territorial or not, whose activities fall within the sphere of the relevant sectors
  • • Municipalities, Regions, Metropolitan Cities, Unions of Municipalities
  • • Religious or other legal bodies

Recall that the projects will have to insist on municipalities below 20.000 inhabitants of the regions of Piemonte, Valle D'Aosta and the hinterland of Liguria.

To the entities selected in Phase 1, the Company may grant a contribution not exceeding € 20.000,00, intended for the costs for the detailed design of the initiative and communication activities. The characteristics of Phase 2 of the call will be defined in autumn 2021.
